Gas Pipeline Information
PIPELINE SERVICE & ACCESS INFORMATION
The LYB Lateral Gas Pipeline is approximately 13 kilometres long. It extends from the withdrawal point on the Victorian Transmission System to Loy Yang B Power Station (for start-up gas) and Valley Power Station (a gas-fired power station adjoining Loy Yang B Power Station).
The pipeline is owned and operated by Loy Yang B Power Station.
The LYB Lateral Gas Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 10 of the NGR. On 12 July 2023, the AER granted a five year category 2 exemption under Part 10 of the NGR for the LYB Pipeline.

The only available pipeline service is a Forward Haulage Service. This is defined in the Standard Gas Transportation Agreement as a gas transportation Service in the Pipeline in the forward direction from the Receipt Point to the Delivery Point, subject to Curtailment. This service may be curtailed pursuant to clause 19.1 of the standard GTA, including to enable as necessary for power station start-up and other requirements at the LYB power station site or of the LYB / Alinta Group. |

The charge per GJ of Contractual MDQ for the Firm Forward Haulage Service is $0.073/GJ MDQ/day (as at 1 Jan 2024, and subject to quarterly escalation). The Standard GTA also provides for the following charges to be paid in accordance with its terms: |

The charge for Forward Haulage Service is a take or pay charge based on Contractual MDQ per Day (as at 1 Jan 2024, and subject to quarterly escalation). The Standard GTA also provides for the following charges to be paid in accordance with its terms: Imbalance Charge (clause 8.6 of Part B of the Standard GTA), Standardisation Cost Charge (published on the Service Providers’ website from time to time), Capital Cost Charge (clause 21.4 of Part B of the Standard GTA). This service may be curtailed pursuant to clause 19.1 of the standard GTA, including to enable as necessary for power station start-up and other requirements at the LYB power station site or of the LYB / Alinta Group. |
